SCAT Seizes Vehicle and $55,000 in Cash

On the evening of 7/24/2012 Sergeant Dupree of the Ouachita Parish Sheriff’s Office SCAT Team observed a 2003 Ford Explorer commit a traffic offense and proceeded to initiated a traffic stop. Sgt. Dupree then made contact with and observed a male and female occupant to be acting nervously. Deputy Thompson performed an open air sniff with his K-9 Rocky at which time the K-9 alerted to the odor of narcotics at the vehicle.

The vehicle was then transported to the mechanic shop at the Ouachita Correctional Center where deputies thoroughly searched the vehicle. During the investigation, deputies found $55,000 in cash hidden inside of the gas tank of the vehicle.

OPSO Congratulates Kimora Daniel on her Junior Olympic Success!

Kimora Daniel, daughter of Cpl Roderick & Sarita Daniel, claimed her second national title and record in July at the 46th USATF National Junior Olympics in Baltimore, MD, a stepping stone for many of today’s Olympic stars.

Kimora, an athlete with Peak Performance Track Club, shattered last year’s shot-put record of 6.69 meters by throwing 7.34 meters which was nearly 3 feet ahead of other competitors in her division at this year’s event. Placing her in first place, sub-bantam division (8-under) in shot-put. Coach Dennis Groll stated “She actually broke it three different times. She kept throwing it farther and father.”

Kimora also set a new national record in javelin by throwing 18.55 meters in the sub-bantam division breaking last year’s record of 18.13 meters, making her throw nearly one meter further than her nearest competitor.

OPSO Drug Seizure

On 11/10/12 and 11/14/12 The Ouachita Parish Sheriff’s Office S.C.A.T. Team conducted a two day investigation resulting in the apprehension of Montrell Eleam for the sale of hydrocodone pills and high quality marijuana.

The investigation led to the seizure of 547 hydrocodone pills, 33 other narcotic pills, approx. 3 ounces of high grade marijuana and $2,179.00 in cash.

OPSO Mourns the Passing of Capt Robert Davis

Captain Robert Davis passed away December 9, 2012.

Robert Davis began his career with the Ouachita Parish Sheriff’s Office under Sheriff Bailey Grant in October of 1972. Davis’s 40 year career spanned six different sheriff’s terms. In June 1980 he graduated from the 122nd session of the FBI National Academy in Quantico, Virginia. In September of 1980 Davis was promoted to the rank of Sergeant. In July of 1984 Davis was promoted to Lieutenant and then to Captain in May of 1998.

Captain Davis retired in February of 2002 but continued to serve the citizens of Ouachita Parish by working part-time for the Ouachita Parish Sheriff’s Office. In his 40 years of service, Captain Davis received numerous letters of commendation from both citizens and fellow deputies.

All of us at OPSO are feeling the void of not having our friend and mentor here every day as we have for the last 40 years. Our thoughts and prayers are extended to the Davis family.

OPSO Santa Patrol

The Ouachita Parish Sheriff’s Department SCAT team has once again began their annual “Santa Claus Patrol”. This unique patrol involves members of this unit wearing plain clothes and using unmarked vehicles to frequent retail stores and parking lots that are busy with holiday shoppers. Members of the SCAT team spend hours patrolling and walking through these retail stores targeting shoplifters, robbers and burglars.

Armed Robbery Investigation in Town & Country

On 2/14/13, the Ouachita Parish Sheriff’s Office investigated an armed robbery of individuals that occurred on the complex of Town & Country Apartments on Old Sterlington Rd in Monroe.

On 2/15/13, Investigators obtained an arrest warrant for Justin D. Perkins,25yo, of 22 Oakwood Drive, for one count of Armed Robbery. Patrol deputies located Perkins at his residence and arrested him. He was booked at OCC and held pending a $35,000 bond.

On 3/5/13 the OPSO Warrant division arrested Larry R. Coleman, 22yo, for armed robbery with bond of $100,000.00.

OPSO Investigation Leads to Arrest

On 2/26/13, OPSO deputies responded to a 9-1-1 call from the victim stating that he had been shot. Deputies tracked the GPS location of the phone and began to respond. Deputies located the victim and the suspect, Fredrick L. Jones, on Hwy 594 just past the Frontage Road in Monroe. The victim was transported to a local hospital where he was treated for a gunshot wound in his mouth.

The victim provided deputies with a statement at the hospital. He advised that he and Jones went to a location off of Frontage Road to have sex. Once at the location, Jones brandished a weapon and forced the victim out of the car. Jones told the victim to give him all of his money but the victim had none. Jones then shot the victim in the face. Jones then drove the vehicle in a direction away from the hospital. The victim feared that Jones was going to dump him in the woods so the victim jumped from the moving vehicle.

At some point during the next few moments, Jones ran over the victim causing injuries to the victim’s legs. Jones then attempted to flee but wrecked the vehicle. Jones exited the vehicle at which point the victim armed himself with a stick for protection. Jones told the victim to tell police someone else shot him. When the victim agreed, Jones gave him the gun.

Jones and the victim have been in a sexual relationship for five months and they were in the process of ending it. Jones was taken into custody at the scene and transported to the Ouachita Parish Courthouse Annex were he was questioned.

The suspect, Fredrick Jones, advised that he and the victim were ending their relationship and they went to an unknown location to be together one last time. As they were getting in the back seat, the victim brandished a gun and threatened to kill himself. Jones advised that he then grabbed the gun in an attempt to disarm the victim and the gun went off. Jones then put the victim into the car.

They continued their argument and when Jones refused to continue the relationship, the victim jumped from the vehicle. Jones advised that he then backed up and ran over something but did not know what it was. He then attempted to turn around but since he does not know how to drive, he wrecked the vehicle.

When confronted with the victim’s statement, Jones refused to give any further statements and requested a lawyer. Jones was then transported to the Ouachita Correctional Center to be booked on the listed charges.

Jones was charged with one count of Attempted Armed Robbery and one count of Attempted Second Degree Murder. The victim is in a local hospital in stable condition.

OPSO Mourns the Passing of Sgt Perry Mercer

In May of 1987, Perry H. Mercer, Jr. applied to work at the Ouachita Parish Sheriff’s Office. After an employee background check Pat Mercer, as he was known to us, was hired and sworn in as a deputy with our department. According to our records, Pat Mercer stated that the reason he wanted to work for OPSO was for the “honor and dignity” that working for the Sheriff’s Department brings.
Prior to working at OPSO – Pat Mercer had a very successful career of 35 years as automobile mechanic. Pat had good recommendations from a large variety of people, from his minister and friends to customers, whose cars he had worked on in the past.

In some of his work performance reviews, Pat is described as “a hard worker who learns fast”, “meticulous about the detail of his work” and “as a person who worked well with the other deputies and also with the inmates” – which translated to those same inmates putting forth more effort to please him.

Pat received 5 letters of commendation through his tenure with OPSO. These ranged from Supervisors, and co-workers, to people from the public and even a Sheriff from another parish.

In August 1990, Pat was promoted to Shop Supervisor and shortly after that he was promoted to Corporal. In June 1994, Pat was awarded Deputy of the Month – for his hard work at maintaining the fleet of cars at the shop there at OCC. In July 2000, Pat was again promoted to Sergeant, over the shop. In August 2009, Pat was transferred from the shop to the Work Release Program.

Buy Bust Operation

The Special Crimes Apprehension Team (SCAT) conducted buy bust operations in Ouachita Parish on May 16th and 17th 2013. This operation was conducted with the assistance of the State Police the State Probation and Parole Office as well as the Local FBI Task Force.

During the operation undercover officers attempted to purchase street level narcotics in Ouachita Parish. Once a deal was made, an arrest team took the suspects into custody. The operation resulted in 19 arrests.

Search Warrant Executed on Delwood Dr in Monroe

The Special Crimes Apprehension Team (SCAT) conducted a search warrant at 109 Delwood Dr. in Monroe, LA on 5/20/13. This warrant resulted in the arrest of a major Marijuana dealer named Anthony Edward Jordan. During this search, deputies located and seized numerous vehicles, cash, 1/2 lbs. of Marijuana, and drug paraphernalia. Jordan was also in possession of a stolen firearm that was taken in a burglary on Garrett Rd.

Jordan was booked into the Ouachita Correctional Center for Possession with Intent to Distribute Marijuana, Felony Possession of a Weapon, Illegal Carry of a Weapon, Possession of a Stolen Firearm, and Possession of Drug Paraphernalia with bond totaling $100,500.00

OPSO SCAT Seizes 382 lbs of Marijuana

On 5/11/13 the Ouachita Parish Sheriff’s Office SCAT team was monitoring traffic on Interstate 20 looking for illegal activity. Deputies stopped an Econoline van driven by John Rew of Oklawaha, FL for a traffic violation. A search of the vehicle was conducted resulting in the seizure of 382 pounds of packaged high grade Marijuana concealed in a compartment within the van.

A subsequent investigation revealed that Rew was transporting this Marijuana from Arizona to southern Florida. Metro Narcotics is continuing the drug investigation.

Rew was booked into the Ouachita Correctional Center for Possession of Marijuana with the Intent to Distribute with bond set at $300,000.00.

Sheriff Jay Russell would like to commend these deputies on a job well done.

OPSO SCAT seizes 31 Pounds of Marijuana

On 6/26/13, the Ouachita Parish Sheriff’s Office SCAT Team conducted an investigation at the Greyhound Bus Station located on Louisville Ave. in Monroe. During this investigation, a K-9 alerted on a piece of luggage belonging to an individual that rode the bus from Mesquite, TX to Monroe, LA. A search warrant was obtained and the package was found to contain 31 pounds of Marijuana.

No one claimed the package at the time of seizure and the investigation is on going to locate the owner of the package.

OPSO SCAT Bust on I-20

On 7/13/13 the OPSO Special Crimes Apprehension Team (SCAT) conducted a traffic stop on I-20 on a Lexus SUV while working criminal patrol. The investigation into this stop revealed the violator was in possession of over 5 pounds of high grade marijuana, over $1,300 in cash, as well as a Taurus .22 pistol.

A subsequent investigation found the Lexus SUV to not only be stolen, but it had also been taken during an armed carjacking in Jackson, MS. Authorities in Jackson confirmed the suspect we arrested was also their suspect in the carjacking and possibly used the Taurus pistol during the incident.

Kedrick Shamane Carter, 35yo black male from Vicksburg, MS, was transported to the Ouachita Correctional Center and booked for Possession of CDS Schedule I with Intent to Distribute Marijuana, Possession of a Firearm in the Presence of CDS, Conspiracy to Distribute CDS, and Unauthorized use of a Motor Vehicle with bond totalling $47,500.

OPSO Deputy Saves a Toddler’s Life

On 9/2/3, Deputy Rodney Pagans was on an investigation in the 600 Block of Smith St. in West Monroe, LA. While there, a mother came outside holding her 2 year old girl who was choking on an unknown object, disabling her from breathing. Deputy Pagans took the child from the mother and performed a maneuver dislodging a glass marble enabling the toddler to breathe again. AMR was called to the scene to checked the toddler and then released her back to her mother.

Sheriff Jay Russell would like to commend Deputy Pagans for his quick action in rendering aid to help save a child’s life.

OPSO Mourns the Passing of a Great Sheriff and Friend

The Ouachita Parish Sheriff’s Office is saddened by the loss of a neighboring Sheriff and great friend. After a battle with cancer, Sheriff Robert G. “Bob” Buckley passed on the morning of Tuesday, September 17th.

Sheriff Buckley took over the Union Parish Sheriff’s office in 1990 and became one of the most respected leaders in the state. Sheriff Buckley spent most of his life serving his community in law enforcement and also served as President of the Louisiana Sheriff’s Association.

“Bob gave of himself to the people he served as well as the men and women with whom he served. The law enforcement community will really miss Bob Buckley’s leadership, knowledge and friendship. Bob has been a constant source of knowledge for me in my career. I have known him for many years as a state trooper and then Sheriff. He was especially helpful to me when I worked at the Farmerville Police Department. I wouldn’t be where I am now if it wasn’t for Sheriff Buckley. I could always depend on him for advice and direction on how a law enforcement officer should serve the public.” –Sheriff Jay Russell

The thoughts and prayers of Sheriff Jay Russell and the OPSO Deputies are with Sheriff Buckley’s friends and family as well as the Union Parish Sheriff’s Office.

Arrest Made for Child Pornography

On October 28, 2013 the Federal Bureau of Investigation and the Ouachita Parish Sheriff’s Office arrested 33yo Randy Allen Powell, white male residing at 101 Albritton Rd in Downsville, LA on federal charges of possession and receipt of child pornography. The arrest comes after a lengthy joint investigation by the FBI and the Ouachita Parish Sheriff’s Office.

In 2009 Powell pled guilty to child pornography related offenses and was mandated to register as a sex offender. In 2012 Powell was found to be in violation of his sex offender registry requirements. Deputies obtained an arrest and search warrant for Powell and his residence. That arrest led to the successful federal indictment of Randy Allen Powell for one count of Possession of Child Pornography and two counts of Receipt of Child Pornography.

The Ouachita Parish Sheriff’s Office is committed to investigation these types of crimes.

OPSO has a newly created “Special Victims Unit” which will investigation Internet Crimes against Children, Child Prostitution and other sex/human trafficking crimes, Sexual and Physical Abuse of Children and Elderly Persons, Fraud and other White-collar crimes, as well as Sex Offender Registration.

The Special Victims Unit will also provide free training to parents, teachers, and youth about the dangers of the internet, common characteristics of child sexual predators, warning signs to look for in your child, and how to utilize parental control features on computers, gaming consoles, cellular phones and other mobile devices.

OPSO Mourns the Passing of Lieutenant Alan Nall

In October of 1974 Alan Nall began his career with the Ouachita Parish Sheriff’s Office under Sheriff Bailey Grant after serving 24 years in the United Stated Air Force. During his career, Nall rose to the rank of Lieutenant as purchasing agent and evidence custodian.

Nall retired from full-time employment in October of 1994 after serving the citizens of Ouachita Parish for 20 years. Nall then continued his service as a reserve deputy for 8 years and then began serving as a volunteer Range Officer at the OPSO Public Rifle Range.

Sheriff Jay Russell said Lt. Nall’s presence at the OPSO Public Rifle Range will be missed by the deputies of OPSO and the citizens of Ouachita Parish whom he so diligently served.

A memorial service will be held at the Ouachita Parish Sheriff’s Office Rifle Range on November 1, 2013 at 11:00a. In lieu of flowers, the family requests memorials be made to the Ouachita Parish Animal Shelter.

Dy. Glenn Springfield

Dy. Glenn Springfield named as Public Information Officer for OPSO

Deputy Glenn Springfield has been assigned as the Public Information Officer for the Ouachita Parish Sheriff’s Office.  “This is an important position and will help the public and the media stay informed on agency related information”, said Sheriff Jay Russell.

Dy. Springfield will serve as the primary point of contact to all media outlets.  He will provide information, generate news releases, hold press conferences and act as the departmental spokesperson to inform and educate the public. He will monitor media coverage and respond to media inquiries. He will consult with department officials in responding to media inquiries and promoting department programs and services. He will maintain contact with local media by participating in video-taped and telephone interviews.

Deputy Glenn Springfield began his law enforcement career as a part-time communications dispatcher with the Ouachita Parish Sheriff’s Office in 1973 under the administration of Sheriff Bailey Grant.

He transferred to the Uniform Patrol Division as a patrol deputy in 1976.  During his tenure there, he served as a field training officer then shift supervisor, leading to his promotion to Captain, Assistant Commander of the Patrol Division, in 1986.  He continued in this position until his retirement in 1996, completing 23 years of service.

Upon retiring in 1996, began working in private sector for a Monroe based liquid carbon dioxide producing company.  He served as Operations Chief of Staff until the company recently sold.

Glenn has a Criminal Justice degree from ULM, graduated the LSU Law Enforcement Institute, and has attended numerous training seminars and exercises during his career.

Vehicle Burglary Arrests

Ouachita Sheriff’s Investigators have cleared several vehicle burglaries in the Town and Country and Lakeshore areas of eastern Ouachita Parish.   Arrested in connection with the burglaries are Demarqual Jackson, age 18 and Glenderrious Mitchell, age 20, both of Monroe. Jackson has been booked at OCC on 2 cts. of  vehicle burglary.  Mitchell has been booked on 1 ct. of  vehicle burglary.   The investigation is continuing and more charges and arrests are possible.
